The scheme proposes a ‘contemporary reinterpretation’ approach to its design as encouraged by Croydon’s Suburban Design Guide. The architectural expression of the scheme is withstanding, a character appraisal has been undertaken to provide the context.
The proposal provides a block of apartments fronting the street, with basement parking, disabled units and accessible communal amenity. Block A’s proposed massing, bulk, building line and architectural style all respect the existing street scene along Russell Hill, which is mainly made up of large care homes or flatted developments in a traditional architectural style.
The proposed block located at the rear of the site respects the established build line and height of the existing ‘back land’ development on the adjacent sites at Oscar Close and 28 Russell Hill. Mainly family units are proposed in a second Block B, located towards the rear of the site.
The proposal would provide 71% family units and 21% 3 bed units. The applicant has engaged with a local registered provider, who has input into the design and advised the proposed mix of family units meets with their projected demands.
